Calling and using mobile data in Ukraine will become more affordable with DELTA Mobile starting in 2026. The European Union is placing Ukraine in the same calling zones as EU countries. As a result, the lower Zone 1 rates will apply. Special rates will no longer be in effect.
Until now, Ukraine has been classified as Zone 2. At the start of the war, we temporarily lowered rates for our customers to match those of Zone 1. That temporary arrangement will remain in place until January 1, 2026. From that date on, Ukraine will officially move to Zone 1 and standard EU rates will apply.
If you are in Ukraine, calls and texts to Dutch numbers simply come out of your bundle. Mobile data also falls within your bundle, just as it does in other EU countries.
If you use more than your bundle allows, you pay the same out-of-bundle rates as in the rest of the EU. For data, this is €0.12 per MB. Calling from the Netherlands to Ukraine will cost €0.23 per minute starting January 1, 2026, with no connection fee. A text message to Ukraine costs €0.07 per message.
If you call Ukraine from a landline, you pay €0.19 per minute with a €0.19 connection fee. If you have the Unlimited Europe calling bundle, calls to Ukraine are also unlimited.
